The university library includes in its structure the Central Library and 7 branches, located on 2,775 sq.m. total area.
Central Library (CL):
Borrowing books for home (Loan Service) - serves readers with literature from the main and part of the on-hand funds arranged for free access in the sections of knowledge under the UDC. Literature is borrowed for home use. The loan service has 6 computerized reading places for references in the electronic catalogs. It is located in Building 2, 2G.107.
Reading Rooms:
- Student reading room - with 70 reading places, 22 of which are computerized with free access (Building 2, 2G.208)
• Reading room I Latin for teachers, doctoral students and graduates - with 52 reading places, 9 of which are computerized with free access (Rector's office, 3rd floor, west wing).
Reading room II Latin for teachers, doctoral students and graduates - with 14 reading places, 10 of which are computerized with free access (Rector's office, 3rd floor, west wing).
• Popular reading room / catalog room - with 17 reading places, 3 of which are automated with free access for reference in the electronic catalogs of the library (Rector's office, 3rd floor, west wing).
Library branches (BF):
Library branch 2 - serves the readers of the Faculty of Natural Sciences and Education. It has a loan service and a reading room with 52 reading places, of which 9 computerized places with free access. The collection is over 40,000 volumes. It is housed in the Rectory.

Library branch 6 - serves the readers of Center BRIE. It has a loan service and a reading room with 15 reading places, 1 automated place for the librarian and 15 computers for free access. It has a good collection of foreign language literature of about 900 volumes. It is

Standardization Information Centre within the University Library
In 2021, the Bulgarian Institute of Standardization (BIS), represented by Mrs. Irene Dabizheva - executive director, and the University of Ruse "Angel Kanchev", represented by academician Hristo Beloev - rector, signed an agreement on cooperation and joint actions. According to the contract, a joint Standardization Information Centre functions within the University Library.
There, teachers, employees, doctoral students and students of the University of Ruse have controlled free access to the electronic fund with the full texts of Bulgarian standards, in whose Technical Committees the university has representatives:
1. TC 2 - Hydraulics and pneumatics. The representative for the University of Ruse is Prof. Dr. Gencho Popov.
2. TK 49 - Electrical appliances for low voltage. The representative for the University of Ruse is Prof. Radoslav Kyuchukov.
3. TC 59 – Ergonomics. Representatives for the University of Ruse are Prof. Tsvetomir Konov and expert Prof. Yordan Doichinov.
4. TC 82 - Acoustics. Noise and vibration. The representative for Ruse University is Nikolay Yordanov Kovachev.
Login to the BIS system is provided by a username and password which can be provided by the University Library, Central Building.

European Documentation Centre (EDC) - was created in addition to the structure of the University Library and was opened in 2007 by decision of the European Commission. Through the Office for Official Publications of the European Union, it regularly receives documents, reports of European institutions and agencies, statistical information, etc. materials in paper or electronic format relating to all sectors of the work and activity of the European Union. The centre provides the documents for use in the reading room, as well as for borrowing at home to the registered readers of the library, and provides the citizens with an on-site service with the possibility of copying, printing and scanning the materials.
